Buyer takeaway (28 October 2026): On 9 October, the European Commission approved a second EU list of strategic raw-material projects. Its annex names 9PV-up, an ongoing photovoltaic-panel recycling project in Italy promoted by 9-Tech, as a project intended to contribute to the supply of silicon metal as well as aluminium-related materials and copper. This is a project designation. It does not tell a buyer that a particular grade of recovered silicon is available to order today.
What the official list actually says
The Commission says the new list contains 46 EU projects. Entry 2 of its decision annex describes 9PV-up as an ongoing recycling project and lists bauxite/alumina/aluminium, copper and silicon metal among the materials to whose supply it aims to contribute. The annex does not give a sales catalogue, a verified silicon composition, production tonnage, delivery date or customer qualification result for this project. These omissions matter when turning a policy announcement into a purchase plan.
How to read this as a silicon buyer
Recovered material from end-of-life panels may have a different processing route from conventional silicon metal made for established industrial applications. The project listing alone does not establish equivalence between them. If a seller offers recovered silicon, ask for its intended application, origin and processing steps; a lot-specific analysis of Si and relevant impurities; size and form; and the acceptance method agreed with your plant. Do not infer a grade from the words “strategic project.”
For a current order, compare a documented, available lot against your specification and required shipping window. Treat future recycling capacity as a sourcing option to monitor, not as confirmed inventory. A separate buyer FAQ on silicon inputs for aluminium melts illustrates why the receiving process, not the material name alone, governs acceptance.
What to watch next
- Project updates that identify actual product form, tested composition and commercial availability.
- Qualification data for the buyer’s own process rather than a broad “recycled silicon” label.
- Any later change to the Commission’s project status; the 9 October decision is a dated snapshot.
Scope: The EU announcement concerns 9PV-up and does not describe Xinrui’s products, capacity or sourcing. It also makes no claim about future prices.
