Buyer takeaway (1 November 2026): The European Commission adopted Implementing Regulation (EU) 2026/2270 on 15 October, published on 16 October, to amend its ferroalloy safeguard. The new annex adjusts a quota for ferro-manganese from Malaysia, identified by codes 7202 11 and 7202 19. It is not a new quota table for ferrosilicon. An EU ferrosilicon buyer still needs to check the existing safeguard under Regulation 2025/2351 and the current customs position for the exact shipment.
Why the distinction matters
The safeguard covers several ferro-alloying products, but its tables distinguish product, origin, quota period and order number. The October correction concerns one origin and one product family. A headline saying “ferroalloy safeguard amended” does not establish a changed duty for a silicon metal or ferrosilicon order. Nor does a tariff code alone settle classification: the importer should confirm the goods description and current declaration with its customs adviser.
Before agreeing an EU import price
- Confirm whether the material is ferrosilicon, silicon metal or another alloy; use the actual specification and proposed customs classification.
- Check origin, entry date and the quota period against the relevant official annex and live quota balance.
- Identify who is the importer of record and who bears any safeguard duty under the agreed sale terms.
- Ask a customs specialist to review the current regulation and shipment documents before treating an estimated landed cost as final.
This is a dated reading of the October amendment, not a duty calculation or legal opinion. It does not claim any change to a Xinrui shipment. For purchasing specifications, see our quotation FAQ.
